Põhiväärtused, literally meaning core or fundamental values, refer to the basic beliefs and principles that guide behavior, decisions, and norms within an individual, organization, or society. They act as a normative compass, shaping priorities, actions, and interactions over time.

The concept spans multiple contexts. At the personal level, põhiväärtused help explain what a person considers important and how they respond to choices and dilemmas. In organizations, they are expressed as core values or a code of conduct that informs strategy, leadership, and day-to-day operations. At the societal level, a nation or community may articulate shared values that influence laws, education, and public discourse.

Defining põhiväärtused typically involves identifying beliefs that are stable, widely supported, and aspirational. This process often includes stakeholder input, reflection on mission and vision, and alignment with long-term priorities. Values may be formalized in mission statements, codes of ethics, or strategic plans, and they are reinforced through policies, training, and leadership example.

The function of core values is to provide coherence and trust.
