They operate under a charter or terms of reference with clear goals, deliverables, roles, and decision rights. Responsibilities are distributed across roles such as project manager, team members, and functional managers who allocate resources.

Lifecycle: initiation (briefing, goals, success criteria), planning (scope, schedule, resources, risk management, communication plan), execution and monitoring (task coordination, progress tracking, issue resolution), and closure (handover of deliverables, evaluation, and lessons learned).

Composition and methods: Members are drawn from the disciplines needed for the project; the project manager coordinates work, maintains the plan, and manages changes. In Finnish practice, the steering committee (ohjausryhmä) may provide high-level oversight, while the projektiryhmä handles day-to-day work. Methods used can be traditional, agile, or hybrids depending on context.
