Prefecturelevel, or prefecture-level, is a term used in political geography to describe a tier of subnational government that sits between a province and a county. It is most prominently applied in the People’s Republic of China, where prefecture-level divisions constitute the second level of administration beneath the provinces or autonomous regions and above county-level divisions. These divisions typically govern several county-level units, including counties, county-level cities, and urban districts.

In the Chinese system, prefecture-level divisions (地级) include three main forms: prefecture-level cities (地级市), autonomous prefectures (自治州), and leagues (盟) in Inner Mongolia. Most are prefecture-level cities, which function as both urban centers and governing regions. The prefecture government oversees counties, county-level cities, and urban districts within its borders, while the province supervises but does not directly manage day-to-day affairs. Governance combines state administration and party leadership. A governor or mayor heads the prefectural government, and the local Communist Party committee directs political priorities. The prefecture has a People’s Government and a People’s Congress as its official organs, but real policy direction is guided by party bodies in conjunction with provincial and central authorities.

Typical responsibilities include economic planning, transportation and infrastructure, environmental management, public security, and social services across its jurisdictions. The concept developed in the 20th century and has been refined through reforms since the 1980s to balance centralized policy with local administration. In practice, many prefecture-level cities serve as regional growth poles, while autonomous prefectures reflect recognition of minority populations within a given area.
