Policyåtgärd is a term used in Swedish public policy to denote a concrete measure or instrument chosen to achieve a policy objective. In English, it is commonly translated as policy measure or policy instrument. A policyåtgärd is distinct from a policy goal or a problem description; it is the actionable step used to influence outcomes, rules, or resources.

Policyåtgärder come in several broad classes. Regulatory or compulsion-based measures impose rules or standards (for example, emission limits or licensing requirements). Economic incentives use price signals or transfers to alter behavior (such as taxes, subsidies, grants, or tradable permits). Information-based measures seek to inform or persuade, often through campaigns or labeling. Service provision and public investment directly supply goods or services or remove barriers (for instance, public transport subsidies or building of infrastructure). Many policies mix several instruments.

The selection and design of a policyåtgärd typically follow problem identification, objective setting, instrument choice, implementation planning, and evaluation. Instruments are assessed on expected impacts, cost, administrative feasibility, distributive effects, and political acceptability. Ex ante analysis often uses models or cost-benefit assessments; ex post evaluation measures actual outcomes and unintended consequences.

Examples: environmental policy using emission standards or carbon pricing; health policy with vaccination campaigns or smoking bans; transportation policy with congestion pricing or EV subsidies; education policy with scholarships or tutoring programs.
