It typically refers to implementations that fit Poisson and related generalized linear models, provide diagnostic tools, and support extensions for common deviations from the Poisson assumptions.

Such tools normally implement maximum likelihood estimation for Poisson regression with a log link, allow inclusion of covariates, offsets, and interaction terms, and produce standard inferential output such as parameter estimates, confidence intervals, and p-values.
