Nøkkelinfrastrukturen refers to the set of physical and digital systems that are essential for the functioning of a society and its economy. The term is often used in Norwegian policy discussions to denote infrastructure whose failure or disruption would have major consequences for national security, public welfare, or economic stability. Typical examples include energy grids, water supply networks, transportation arteries such as highways, railways and ports, telecommunications backbones, and critical government facilities.

The concept is rooted in the recognition that many elements of daily life and commerce depend on seamless connectivity and reliability. As such, governments classify assets as “critical” and prioritize them for protection, maintenance and investment. Danish and German equivalents, such as "Kerninfrastruktur" and "critical infrastructure", follow similar frameworks. In Norway, the Ministry of Digital Affairs and the Norwegian Civil Defence forces periodically update lists of key assets and provide guidelines for risk assessment, resilience planning, and emergency response.

Financing key infrastructure is often a mix of public funding, private sector participation, and public–private partnerships. Recent policy initiatives emphasize digital resilience, with investments in cybersecurity, redundancy, and smart technology integration. Sustainable development goals also influence infrastructure planning, encouraging renewable energy integration, green transport corridors and climate‑resilient construction methods.

Threats to nøkkelinfrastrukturen range from physical attacks, cyber‑intrusions, natural disasters, to aging infrastructure causing operational failures. Accordingly, national security agencies coordinate with municipal authorities to conduct regular audits, vulnerability analyses and scenario planning. International cooperation, particularly within the European Union’s NIS Directive, enlarges the safety net by fostering information sharing and joint preparedness exercises.
