In a magistratekings system, the ruler typically presides over both law enforcement and the highest courts, while also commanding the realm’s defense and foreign policy. This concentration of power is usually tempered by institutional restraints, such as a council of magistrates, a legislative assembly, a senate, or a council of nobles that can review or check the monarch’s decisions. Judicial independence may be maintained through separate, high-status tribunals or by constitutional provisions that limit the monarch’s decrees in matters of law.
