Lokalstyre, or lokalstyre in Norwegian, refers to the political and administrative system responsible for governing local and regional matters. In Norway it is organized as a two-tier structure: municipalities (kommuner) and counties (fylker). Municipalities are the primary level and handle day-to-day local services, while counties coordinate regional issues and provide services that span multiple municipalities.

Municipalities are responsible for a broad range of services directly affecting residents. These include primary and lower secondary education, social services, child welfare, local planning and zoning, water and sewerage, waste management, and maintenance of local roads and public spaces. Municipalities also provide cultural, recreational, and community services. Counties handle more regional functions, such as upper secondary education, regional transport planning, specialized health services, and certain development and coordination tasks that require cooperation across municipalities. National laws set the framework, but local authorities have discretion in how services are organized and prioritized.

Governance and elections: Local elections are held every four years to elect the municipal council (kommunestyre) and the county council (fylkesting). These councils appoint an executive body and a chief administrator who runs the municipal or county administration and implements council decisions. Local governments operate within the national legal framework but retain autonomy to address local needs.

Funding: Lokalstyre is financed through a mix of central government transfers and local revenues, including taxes, fees, and charges. State block grants provide a major portion of funding, with municipalities sometimes applying property taxes in accordance with national rules. The system aims to balance national standards with local priorities and accountability to residents.
