The Toys Directive, officially Directive 2009/48/EC, is a European Union directive that sets out the essential safety requirements for all toys intended for use by children up to the age of 14. This directive aims to ensure that toys placed on the EU market are safe for children and do not pose a risk to their health or safety. It covers a wide range of potential hazards, including chemical, physical, mechanical, electrical, flammability, hygiene, and radioactivity risks.

The directive establishes a harmonized framework for toy safety across all EU member states, meaning that toys that comply with its requirements can be freely traded within the EU. Manufacturers are responsible for ensuring their toys meet these safety standards and must carry out a risk assessment for each toy. They must also draw up an EU declaration of conformity and affix the CE marking to the toy, indicating its compliance.

Key provisions of the Toys Directive include specific limits for certain chemicals, requirements for the mechanical and physical properties of toys to prevent injury, and rules regarding flammability. It also addresses electrical safety, hygiene, and the prohibition of certain dangerous substances.
