Key actors include municipalities and joint authorities, regional councils, national ministries, the Finnish Municipalities Association (Kuntaliitto), regional development agencies, businesses, universities, and residents who participate in planning processes. The development work is carried out through strategic plans, master plans, and policy documents, with emphasis on coordination across borders and sectors.

Methods used in kuntakehitys include strategic planning, land-use planning and zoning, service design and reform, performance measurement and evaluation, and the creation of networks and partnerships (including public-private arrangements). Digitalization and climate resilience are increasingly integrated into development work, aiming to improve efficiency and sustainability.
