koosseadmisele

Koosseadmisele is an Estonian term describing the process of forming a government or other governing body by selecting and appointing its members. In public administration, it most often refers to assembling the cabinet—the prime minister and the ministers—and establishing the governing lineup after elections. The process typically includes coalition negotiations, agreement on a policy program, and the distribution of ministerial portfolios among coalition partners.

In Estonia, after parliamentary elections the prime minister-designate negotiates with potential coalition partners and presents a proposed government lineup to the President. The President appoints the Prime Minister and the ministers on the basis of this lineup. The government must then seek and obtain the confidence of the Riigikogu, Estonia’s parliament, by a majority vote for the lineup to take office. If the vote fails, the process can be resumed with a new lineup or, in some circumstances, lead to other constitutional procedures.

Beyond national government, koosseadmisele can also refer to forming the composition of other decision-making bodies, such as local governments, boards, or committees, where members are selected and appointed to fulfill specified roles and responsibilities. The term emphasizes the organizational act of assembling a team empowered to govern or manage a body or project.
