It refers to systems in which material favors, benefits, or access to resources are exchanged for political support, loyalty, or votes, rather than being allocated through formal, merit-based procedures.

The term is formed from the word klient (client) with the suffix -aalne, and it is used primarily in political science and governance discourse. It denotes informal or semi-formal networks in which a patron, often a political leader or party, distributes resources—such as jobs, contracts, licenses, or subsidies—to a defined group of supporters or clients in return for allegiance and reciprocal support.

Key features of a klientaalne environment include patronage networks, reciprocal obligations, selective or discretionary distribution of public goods, and reliance on informal channels for decision-making. These practices can coexist with formal institutions, but they tend to operate outside or alongside rule-based processes, influencing policy choices and public service delivery.

Impact and critique commonly focus on governance consequences: klientaalne arrangements can undermine meritocracy, transparency, and equal treatment before the law, distort public incentives, and erode trust in institutions. Critics argue that while some level of political mobilization may be inevitable in certain contexts, extensive clientelism undermines accountability and long-term welfare.
