Inkooprequisities, or purchase requisitions, are formal requests used within organizations to obtain goods or services. In Dutch procurement practice, an inkooprequisitie documents a need, anchors budget, and triggers the sourcing and contracting cycle.

Typical components include a clear description of the item or service, requested quantity, unit of measure, estimated price or budget line, delivery location and date, and the project or cost center to be charged. Optional fields may cover supplier preference, required supplier qualification, and any supporting specifications or drawings. The requisition is usually tagged with a requester, department, and an approval chain.

Process: an internal user creates the requisition in an ERP or e-procurement system. The procurement function checks budget availability, applies policy rules, and routes for approvals based on amount and risk. Once approved, the requisition can be converted into a purchase order, sent to supplier, and tracked through to receipt and invoice.

Governance and controls aim to prevent maverick purchasing, ensure compliance, and provide an audit trail. Key practices include standardized data fields, catalog-based sourcing when possible, defined approval thresholds, and regular reconciliation of requisitions, POs, and invoices.

Relation to procurement lifecycle: requisitions cap the needs phase and feed demand planning. They are a foundational element in spend analytics and supplier management.
