Implementation typically occurs through legislation, regulation, and funding, plus guidance for institutions. Measures include anti-discrimination laws, accessibility standards for buildings, transport, and digital services; inclusive education policies that adapt curricula, support services, and teacher training; employment programs that promote equal opportunity and reasonable accommodations; and social services that facilitate access to healthcare, housing, and public benefits. The approach also emphasizes universal design and the use of assistive technologies, interpreters, and language support to reduce barriers.

Policy design often requires cross-sector coordination across education, labor, health, housing, and transport authorities, and alignment with international frameworks such as the UN Convention on the Rights of Persons with Disabilities and EU equality directives. Evaluation focuses on participation rates, educational outcomes, employment, and service access.
