International non-governmental organizations (INGOs) are non-profit organizations that operate across national borders and are independent of direct government control. They pursue humanitarian, development, human rights, environmental, health, or advocacy goals and work to supplement or complement public sector and multilateral aid. INGOs differ from national NGOs by their international scope and by their governance and funding structures, though the line can blur with multilateral or private actors.

Scope of work includes emergency response, development projects, health programs, education, livelihoods, and advocacy. INGOs often partner with local civil society organizations and communities, implement programs in conflict or post-disaster settings, and coordinate with governments, United Nations agencies, and other donors while maintaining operational independence.

Governance and funding: INGOs are typically governed by a board of directors and led by an executive or director general, with field offices and country programs. They rely on private donations, foundations, corporate funding, and sometimes government grants or contracts, and must meet reporting and accountability requirements.

Standards and accountability: INGOs often adhere to principles of humanitarian action and codes of conduct, and may be members of accountability initiatives such as the INGO Accountability Charter or Core Humanitarian Standard. They publish financial statements, undergo audits, and implement beneficiary feedback and safeguarding measures.

Challenges and debates: INGOs face funding volatility, security risks, governance scrutiny, coordination challenges with governments and multi-lateral agencies, and debates over localization and aid effectiveness. Despite criticisms, they remain a major component of international relief and development, complementing state and intergovernmental action.
