Høytytelses refers to a Norwegian concept that roughly translates to "one-person rule" or "dictatorship of the majority". However, the term is frequently used to describe a broader phenomenon beyond its literal meaning.

In the context of Norwegian politics, høytytelses is often employed to criticize the dominant ideology of the centre-left parties, Labour Party and Socialist Left Party, who have held power for most of the past century. Critics argue that policies are pushed through without sufficient debate or compromise, ultimately leading to a narrow-minded, one-sided approach to governance.

Høytytelses can also connote the absence of robust opposition in Norwegian politics. The LN (Liberals), Høyre (Conservatives), and Venstre (Liberal Party), traditionally Norway's three minority parties, have at times struggled to garner influence in Parliament and policy-making processes. When centre-left parties dominate the agenda, opposition voices may be marginalized or ignored, resulting in an exacerbation of høytytelses.

An alternative interpretation views høytytelses more positively. Proponents argue that it reflects the genuine will of the majority people, who through democratic means choose to align with the views of a dominant party or coalition. Critics, however, see this perspective as euphemistic if not cynical.

Høytytelses as an expression gained notoriety following the ascension of Stoltenberg's Labour-led second ministry in 2005. The choice of 'Stoltenberg' has, to some people, fueled popular perception that a clique is practising dictatorial consequence, in whole spite absence democracy.

It remains to be seen how this concept will evolve in the era of more intense regional and municipal politics, so høytytelses continues to develop.
