A typical häiresõnum includes the nature of the threat (for example severe weather, chemical or radiation hazards, traffic accidents, or security incidents), the affected area, the expected timeframe, and specific instructions (seek shelter, evacuate, avoid a location, follow official updates). The wording is standardized to minimize confusion and ensure clear guidance.

Delivery is multi-channel: loud sirens, mobile alerts (SMS, app notifications), radio and television broadcasts, official websites and social media, and public address systems in buildings and at facilities. In many cases, a national emergency alert system coordinates the dissemination, with local authorities providing updates as needed.

Operation is part of Estonia's national emergency warning system. It is coordinated by responsible authorities and activated under defined risk criteria. Messages are preceded or followed by verification, and after the danger passes, a deactivation message or update is issued.
