The legal form adopted may be an association (tietty taso or avoin järjestö), a foundation (joukkelaitos), or a non-governmental organization (kansalaisjärjestö), each having specific registration requirements under the Association Act, the Foundation Act, and the Non-Governmental Social Organization Act.

To be officially recognized, an organization must be registered with the Finnish Trade Register and may apply for a charitable status certificate if its purpose meets the criteria for tax-exempt status. Registered charity status allows exemption from income tax on donations and certain operational expenditures, but associations may also rely on voluntary tax rebates for the general public. The Finnish Tax Administration requires annual financial reporting and, for larger entities, the Finnish National Audit Office oversight.

Public accountability is bolstered by dual mandates from both the nonprofit sector and government bodies. Oversight mechanisms include a board of directors, a monitoring committee, and, where applicable, statutory audit and fiscal oversight by municipality or national authorities.
