Hyvinvointialaa, or the wellbeing sector, refers to the range of services and activities that promote health, functional capacity and social welfare. In Finland, the term covers health care (terveydenhuolto), social services (sosiaalityö and sosiaalipalvelut), welfare technology and related industries such as rehabilitation, preventive care and mental health services. It includes public providers, private companies, non-governmental organizations and research institutions involved in wellbeing.

In the Finnish system, the sector has been organized around municipalities that provide many services with state funding, and increasingly through dedicated wellbeing services counties (hyvinvointialueet) responsible for health care and social services. The private sector also plays a role through service provision and procurement. The aim is to ensure accessible, high-quality care and support for individuals across various life stages.

Economically, the wellbeing sector is a major employer and a substantial portion of public expenditure. Globally, Finland’s wellbeing sector is associated with universal access, equity and high standards of public services. Ongoing development combines public administration, private provision and research to advance health, welfare and quality of life.
