Huolitsija, in Finnish logistics terminology, refers to a freight forwarder or logistics service provider that coordinates and optimizes the shipment of goods on behalf of shippers. Rather than owning the transport assets themselves, huolitsijat act as intermediaries between shippers and carriers, negotiating rates, arranging routes, and ensuring regulatory compliance.

Typical services include transportation planning and multimodal routing (air, sea, road, rail), documentation such as bills of lading and commercial invoices, customs clearance for international shipments, cargo insurance, warehousing and distribution, packaging and labeling advice, and cargo consolidation. They may also provide tracking, risk assessment, and supply-chain consultancy, helping clients manage lead times and disruptions.

Business models vary. Some huolitsijat are non-asset-based brokers who coordinate moves without owning vehicles or warehouses, while others are asset-based forwarders that operate own facilities or equipment. Fees are usually charged as service charges or commissions, and the provider may work with a network of carriers and logistics partners to obtain capacity and optimize costs.

In international trade, huolitsija helps define responsibilities through Incoterms and handles regulatory compliance, including export/import declarations and tariff classifications. The regulatory environment for freight forwarding differs by country, but professional standards and industry associations commonly guide practice.

The role is central to modern supply chains, enabling manufacturers and retailers to move goods efficiently, manage risk, and respond to changing market conditions with integrated logistics solutions.
