For procurements that exceed EU thresholds, notices are also published in the EU’s Tenders Electronic Daily (TED).

A typical hankintailmoitus includes information such as the contracting authority, a description of the procurement, the estimated value, the procurement procedure (for example open, restricted, competitive dialogue, or negotiated procedures), key dates (such as when questions may be asked and bids must be submitted), how to obtain the tender documents, and the award criteria. The notice may also specify qualification requirements, language, and contact details. It may indicate any prerequisites for participation and the intended contract type or service category.

The notices initiate the procurement process. Interested suppliers can express their interest, download the tender documents, and submit bids in accordance with the specified procedure. After evaluation, the contracting authority awards the contract based on the stated criteria, typically balancing price with quality and other factors.

Legal framework: Hankintailmoitukset are governed by the Finnish Act on Public Procurement and Concessions (Hankintalaki) and related regulations, aligned with EU public procurement directives. They must adhere to principles of transparency, non-discrimination, proportionality, and equal treatment, ensuring open competition and fair access to opportunities for suppliers within Finland and, when applicable, across the EU.
