In informal or analytical writing, the phrase is used to describe a threat actor who both possesses hacking skills and engages in deliberate intrusion or damage. The label highlights the combination of vulnerability discovery or exploitation with active attack activity, as opposed to purely defensive, defensive-oriented, or observational roles.

Usage and scope: The term appears mainly in blogs, incident analyses, or community discussions rather than in official taxonomies. It is not standardized in major frameworks such as MITRE ATT&CK or NIST, which describe threat actors through archetypes and tactics, techniques, and procedures without adopting the single label. The concept can cover various malicious actors, including cybercriminal groups, insider threats, or state-sponsored actors who exploit weaknesses to achieve their objectives.

Tactics: A hackerattacker may exploit software vulnerabilities, misconfigurations, or weak credentials; deploy malware or ransomware; conduct phishing or social engineering; and exfiltrate data or disrupt services. The emphasis is on both the capability to study and manipulate systems and the act of attacking.

Defenses: Mitigation focuses on proactive security measures: vulnerability management and patching, network segmentation, strong authentication, continuous monitoring and threat intelligence, and robust incident response planning.
