fylkesordfører

The fylkesordfører is the chair of the county council (fylkesting) in Norway. The title can also be written fylkesordfører (Nynorsk: fylkesordførar). The office is a political position within the county’s legislative body, distinct from the county’s executive administration.

Election and role

The fylkesordfører is elected by the fylkestinget from among its members, for the term of the council (typically four years). The primary duty is to preside over meetings of the county council, ensure that rules of procedure are followed, and lead the council’s presidium. The fylkesordfører also represents the council in ceremonial occasions and in some external relations. The position is generally associated with the leading party or coalition in the council, but the person’s duties are constitutional and procedural rather than executive.

Relationship to other bodies

The county’s executive functions are carried out by the fylkesråd, headed by the fylkesrådsleder, and the fylkesordfører does not control day-to-day administration. Instead, the fylkesordfører coordinates with the executive on agenda items and policy discussions, while the council approves budgets and strategic directions. If the fylkesordfører is unable to serve, a deputy or alternate presiding officers take over.
