Coastal management is the deliberate planning, design, and implementation of actions to manage the natural and built environment of coastlines to reduce hazard risk, protect human life and property, and sustain coastal ecosystems and livelihoods.

Coasts are shaped by waves, tides, currents, sea level, wind, and sediment dynamics, while human activities such as urban development, tourism, and port operations increase vulnerability to erosion, flooding, and storm damage. Coastal management seeks to balance these natural processes with development pressures and climate change.

A common framework is integrated coastal zone management (ICZM), which coordinates land and sea planning across sectors and jurisdictions to achieve sustainable outcomes. Management approaches range from hard engineering measures, like seawalls, groynes, and breakwaters, to soft and nature-based solutions, such as dune restoration, beach nourishment, mangrove restoration, and reef rehabilitation.

Planning tools include risk assessments, sediment budgets, hydrodynamic models, zoning, permits, and planning guidelines, together with policy instruments and stakeholder engagement. Adaptation strategies emphasize resilience, early warning systems, emergency planning, and climate-informed land use.

Environmental considerations focus on maintaining or restoring ecosystem services, maintaining sediment supply, protecting biodiversity, and avoiding unintended impacts on coastal processes. ICZM also aims to integrate cultural, economic, and social dimensions, including livelihoods, recreation, and tourism.

Challenges include high costs, uncertainty from climate change, maintenance needs, potential displacement, inequities in protection, and governance fragmentation across jurisdictions.

Effective coastal management relies on monitoring, data collection, and periodic evaluation of performance against risk reduction, ecological health, and social outcomes, enabling adaptive management as conditions change.
