Budjettivaltion, literally "budget state" in Finnish, is a concept used in political economy to describe a state whose politics and governance are organized around budgetary decision-making and fiscal discipline. The term is used to analyze how budget processes shape policy outcomes, accountability, and public administration.

A budjettivaltion is characterized by centralized control over the budget, comprehensive budget planning (often including multi-year forecasts), and strong legislative oversight of revenue and expenditure. Its core institutions typically include a finance ministry or treasury, a formal annual budget cycle, rules or targets for deficits and debt, and independent fiscal institutions or budget watchdogs that monitor performance and compliance. Transparency and public reporting are emphasized to enable parliamentary scrutiny and public accountability.

The economic and political logic of a budjettivaltion is to align policy choices with fiscal sustainability and predictability. Proponents argue that disciplined budgeting reduces deficits, stabilizes macroeconomic conditions, and creates room for credible long-term investments. Critics warn that excessive emphasis on balance can constrain social programs, investment in growth, or timely responses to economic shocks; incentives may also lead to gaming of the budget system or underinvestment in essential public goods.

These concepts are often associated with Nordic welfare states and other democracies that have adopted formal fiscal rules, multi-year budgeting, and strong financial management institutions. However, there is debate about how widely effective or desirable such a model is, given differing political cultures and development needs.
