By adhering rigidly to every regulation, safety procedure, and piece of paperwork, workers intentionally slow production and service delivery, reducing output while avoiding an outright work stoppage.

The term arises from labor relations practice in which unions or worksites attempt to pressure management without a formal strike. The tactic is used across sectors and countries, particularly during bargaining disputes over pay, benefits, or conditions.

Mechanics:

Common methods include following every procedure to the letter, refusing to perform unassigned tasks, not sharing tools or shortcuts, and delaying tasks that would normally be expedited, such as expedited approvals or quick-turnaround processes. The result is longer lead times and backlogs.

Legal and strategic considerations:

Work-to-rule can be legally distinct from strikes, depending on jurisdiction; in some places it is a protected form of protest, while in others it may be treated as an illegal slowdown or partial strike. Employers may respond with scheduling changes, overtime demands, or formal disciplinary processes.
