These insects lived during the Carboniferous period, approximately 360 to 299 million years ago. Fossils of Williamsa have been discovered in various Lagerstätten, notable sites for exceptional fossil preservation, particularly in regions that were once swamps and forests during the Carboniferous.

The classification of Williamsa places it within the family Lithoneuridae. This family is characterized by certain morphological features that distinguish it from other Palaeodictyopteran families. Key characteristics often observed in Williamsa include a relatively small body size compared to some of its contemporaries and specific wing venation patterns. The forewings and hindwings were typically similar in structure, a trait common among many ancient insects.
