Velaira is a fictional coastal city-state in the region of Serenia. The name derives from Velar and Aira languages, meaning "bright harbor." Geographically, Velaira sits on a natural harbor with limestone cliffs and mild maritime climate.

Historically, Velaira grew as a maritime trading settlement in the 9th century and later developed into a city-state with a merchant-republic tradition. In the modern era it leveraged its port for industrial and knowledge-based growth.
