UNECEregelverk refers to the regulatory framework established by the United Nations Economic Commission for Europe (UNECE) for harmonizing technical standards and legal requirements across its member states, with a strong emphasis on road transport. The framework comprises international agreements and test procedures, implemented through UN Regulations (R-series) and Global Technical Regulations (GTR). These rules cover vehicle safety, environmental performance, and related automotive equipment, and they are designed to facilitate international trade and enhance safety and sustainability.

Development and oversight are provided by the Inland Transport Committee (ITC) and its World Forum for Harmonization of Vehicle Regulations (WP.29). WP.29 negotiates, adopts, and periodically updates regulations. Once ratified by UNECE member states, the rules may be incorporated into national laws or, in the EU, into harmonized market rules for type approval.

Scope and application: UN Regulations apply to passenger cars, light and heavy trucks, buses, trailers, and many vehicle components. Areas covered include safety systems, braking, lighting, occupant protection, emissions, and noise. The framework also governs testing procedures, type approvals, and conformity of production to ensure ongoing compliance.

Global reach and impact: although based in Europe, UNECE regulations are used by many countries around the world and often form the basis for national or regional automotive regulations. The system evolves to address new technologies such as electrified propulsion, low-emission solutions, and automated driving through updates to the regulations.
