Tulldokumentation

Tulldokumentation, often translated as customs documentation, refers to the set of documents that accompany goods as they move across national borders. It consists of information and records used to classify, value, and origin-tag products, and to demonstrate compliance with import and export regulations. The aim is to enable correct duty and tax assessment, ensure regulatory compliance, and provide traceability for authorities and traders.

Common elements in tulldokumentation include a commercial invoice, a packing list, and a transport document such as a bill of lading or airway bill. In addition, many shipments require an import or export declaration and data like the Harmonized System (HS) code, country of origin, and declared value. Depending on the goods and destination, further documents may be needed, such as a certificate of origin, licenses or permits for restricted items, insurance certificates, and sanitary, phytosanitary, or conformity certificates.

The process typically involves the exporter or freight forwarder preparing the documents and submitting them to customs authorities, often through a broker or electronic system. Customs reviews the information, may request additional data, classifies the goods, and assesses duties and taxes. If everything is in order, the goods are released for movement or clearance is granted; if not, clearance can be delayed or prevented.

Digitalization has increased the use of electronic submissions and data interchange in tulldokumentation. Compliance is essential, as inaccuracies, incomplete data, or non-payment of duties can lead to penalties, fines, or delays.
