Tukiarviointi

Tukiarviointi is a process used in Finland to assess the need for support services and adjustments to enable a person to participate effectively in education, work, daily life, and rehabilitation. The aim is to form a basis for appropriate interventions and resources, and to document the planned measures.

The concept is applied across multiple sectors, most commonly in education (including early intervention and inclusive schooling), social services, healthcare, rehabilitation, and workplace accommodations. In education, tukiarviointi informs decisions about support needs and the allocation of services, such as tutoring, special arrangements, or assistive technologies. In other fields, it guides individualized plans and service provision.

The tukiarviointi process typically involves several stages. Preparation and consent are followed by information gathering through interviews, observations, family or client records, and collaboration with other professionals. A multidisciplinary analysis interprets the collected data to identify barriers, strengths, and environmental factors. Based on this, a decision is made and an individual support plan, or tukisuunnitelma, is developed. Implementation of supports and accommodations is followed by ongoing monitoring and periodic re-evaluation to adjust measures as needed. Client participation and informed consent are emphasized, and confidentiality and privacy are maintained throughout.

Tools used in tukiarviointi may include interviews, questionnaires, standardized assessments, and classroom or work observations. The goal is to produce practical, evidence-based recommendations that improve accessibility and participation while respecting the client’s rights and preferences.
