Tervishoiuvaldkonna, meaning the healthcare sector in Estonian, refers to the system of organizations, institutions, and resources involved in maintaining and improving population health. It covers public health, primary care, hospital care, mental health services, long-term and rehabilitative care, pharmaceutical provision, and health administration. In Estonia, the sector is organized around universal health coverage funded by the state and a mandatory health insurance fund, Haigekassa. Residents register with a family physician who acts as the gatekeeper to specialist and hospital services; most services are subsidized and provided free at the point of use for insured individuals, with co-payments for some medicines and services.
