It is often used in media and business discourse to categorize actors on the periphery of the core software and hardware industries.

Common examples include venture capitalists funding tech startups, policymakers shaping digital regulation, journalists and analysts who cover tech, designers and product managers working on consumer platforms, hardware manufacturers, and services that rely on data or cloud services. It also covers academic researchers studying technology's social, economic, or political impacts.

The term signals proximity rather than direct expertise in programming or engineering, and can imply access to insider information, networks, or resources. It is sometimes contrasted with core tech to describe roles that influence through markets, policy, or culture rather than building technologies themselves.
