This can range from efforts to increase rainfall in drought-stricken areas to attempts to disperse fog or mitigate hail damage. Historically, the concept has captured the imagination, with ancient cultures often attributing weather phenomena to divine intervention and later attempting rituals to influence them.

Modern approaches to weather modification began to develop in the mid-20th century. The most common and widely practiced technique is cloud seeding, which involves introducing substances like silver iodide or dry ice into clouds. These substances act as condensation nuclei, encouraging the formation of ice crystals or water droplets, which can then grow large enough to fall as precipitation. Cloud seeding has been used with varying degrees of success for rain enhancement and hail suppression.

Other methods explored include fog dispersal, often employed at airports using techniques like heating, seeding, or releasing chemicals. Efforts to dissipate hurricanes or alter large-scale weather patterns have also been theorized and, in some limited cases, experimented with, but these remain highly complex and largely unproven.

The effectiveness and ethical implications of säänsäätö are subjects of ongoing debate and research. Scientific consensus on the efficacy of many weather modification techniques is not always clear-cut, and concerns about unintended consequences, such as altering weather patterns in neighboring regions, environmental impacts of seeding agents, and the potential for weaponization, are important considerations.
