Strategiaohjelma is a Finnish term for a formal document that translates an organization’s or government’s strategic aims into concrete plans and actions. It is used in public administration as well as in large organizations to guide long-term development and resource allocation.

The purpose of a strategiaohjelma is to define the direction over a fixed period, typically several years, and to link strategic priorities with budget, governance, and performance management. It often specifies responsibilities and the mechanisms for monitoring progress, ensuring accountability for results.

A typical strategiaohjelma includes a vision and mission, strategic goals or priorities, key programs or initiatives, and indicators or targets. It outlines tangible actions, timelines, and required resources, as well as risk management, governance structures, and reporting arrangements.
