Samfunnsrommet

Samfunnsrommet is a concept in political sociology and welfare research that refers to the sphere of voluntary associations, civil society, and civic life that lies between the private realm and the formal institutions of state and market. It encompasses civil society actors such as non-governmental organizations, trade unions, religious organizations, community groups, and neighborhood initiatives, as well as informal networks and social movements. The term emphasizes social interaction, collective action, and voluntary participation that contribute to social cohesion, trust, and democratic legitimacy.

In research, samfunnsrommet is used to analyze how citizens engage, how governance is affected by civil society, and how policy can create favorable conditions for participation. It is often discussed in relation to the state and the market as part of a threefold framework: state, market, and civil society. The boundaries are fluid; actors may function across sectors, and public authorities may fund or partner with organizations to widen the social space.

In Nordic welfare states, a strong samfunnsrommet is considered important for democratic vitality and social inclusion, providing channels for influence, service delivery, and mutual aid. Debates focus on how to preserve accessibility and inclusivity, avoid social fragmentation, and balance public support with independence of civil society.
