Regeringsförklaringen

Regeringsförklaringen, or the Government’s declaration, is a formal policy program presented by the Government of Sweden to the Riksdag. It is delivered by the Prime Minister and outlines the government’s main priorities, proposed legislation, and budgetary agenda for the coming term. The declaration serves to inform parliament and the public of the government’s direction and to establish a basis for democratic scrutiny and accountability.

Timing and procedure: It is typically presented when a new government takes office or at the start of a parliamentary session. The Prime Minister reads the declaration in the Riksdag, followed by a debate in which each party can comment. The government is expected to pursue the program; however, because Sweden operates under a system of parliamentary democracy, the government must retain the confidence or tolerance of the Riksdag. A formal no-confidence motion can remove the government.
