Regeringsbildningen

Regeringsbildningen refers to the process by which a new government is formed in Sweden after parliamentary elections or following a resignation. It involves negotiations between political parties, the selection of a candidate for prime minister, and the appointment of a cabinet.

The process is governed by the Instrument of Government and centers on the Speaker of the Riksdag (talman). After an election, the Speaker conducts consultations with party leaders and proposes a candidate for prime minister to the Riksdag. The proposed government then faces a vote of confidence in the Riksdag. If the candidate and their cabinet win the vote, the prime minister and ministers are formally appointed. If the candidate loses, the Speaker may nominate another candidate. If no workable government can be formed, a new election may be called.

Coalitions or minority governments are common outcomes. A coalition government consists of two or more parties agreeing to govern together, while a minority government relies on backing from other parties to secure a majority in votes of confidence and budgets. Negotiations during regeringsbildningen often involve policy compromises and parliamentary agreements, such as collaborative arrangements or external support arrangements.
