RCCHnR

RCCHnR, which stands for Regional Consortium for Cultural Heritage and Natural Resources, is a multi-stakeholder network designed to coordinate policy, research, and practice relating to cultural heritage preservation and sustainable management of natural resources across participating regions. The consortium seeks to improve data sharing, standardize documentation, and align funding for joint projects, while incorporating community rights, consent, and sovereignty considerations.

Origin and formation: The concept emerged in 2012 from a coalition of government agencies, museums and archives, universities, Indigenous groups, and non-governmental organizations. A pilot program operated from 2014 to 2016 in a small group of regions, with expansion funded and phased through the late 2010s. By the early 2020s the network had grown to a broad regional base.

Structure and governance: RCCHnR is led by a Governing Council representing sectors such as culture, environment, and academia. A Technical Secretariat handles administration and coordination. Thematic Working Groups focus on Cultural Heritage, Natural Resources, Community Engagement, and Data Standards and Interoperability.

Activities and outputs: The consortium runs joint grant calls, hosts a digital heritage repository, and develops shared risk assessments and conservation plans. It also conducts training, supports public outreach, and prepares policy briefs to guide regional decision-makers. Data governance emphasizes provenance, consent, and respect for Indigenous and local communities.

Impact and reception: Proponents credit RCCHnR with improving collaboration, increasing access to resources, and enabling more cohesive regional conservation strategies. Critics point to governance complexity, uneven funding distribution, and ongoing debates over data sovereignty and benefit-sharing.
