Proliferationssignale are indicators that a state or non-state actor is pursuing or has achieved the proliferation of weapons of mass destruction or related delivery systems. In international security and nonproliferation policy, these signals help analysts assess risk, monitor developments, and determine appropriate responses, such as diplomacy, sanctions, or inspections. Signals can pertain to nuclear, chemical, or biological programs, as well as to missiles and other delivery platforms. They also include the acquisition of dual-use technologies that could enable weapon development.

Typical signals include illicit or unusual procurement of dual-use equipment and materials, rapid or opaque expansion of enrichment, reprocessing, or chemical processing capabilities, or the construction or operation of facilities that could support weapons programs. Other indicators are secretive research activities, foreign assistance or partnerships with known proliferation networks, and unexpected budget shifts or organizational restructuring that increase secrecy or capability. The use of front companies, complex logistics, or unusual export patterns may also serve as signals. In the nuclear sphere, indicators such as unexplained stockpiling of fissile material or set-piece tests can be particularly significant; in the missile domain, sudden development of long-range or mobile launchers is often cited.

Limitations: signals are not proof of an active program and can be ambiguous or dual-use. They require corroboration from multiple sources, including open-source information, intelligence data, and, where possible, verification by international bodies.
