Problemlagringen is a term used in Swedish discourse to describe the process of identifying, defining, and presenting a problem in a way that guides inquiry and action. It encompasses how a problem is scoped, which assumptions are stated, what factors are included or excluded, and which goals are set. A well-formed problem statement articulates the core issue, bounds the scope, specifies constraints, and identifies stakeholders and desired outcomes. This framing creates the frame within which later analysis and solution design take place.

Because the frame shapes what questions are asked, what data are collected, and which solutions are considered, problemlagringen influences priorities, resource allocation, and evaluation criteria. It can foster collaboration by aligning diverse actors around a shared understanding, but it can also introduce bias or lock in a particular path if the framing excludes alternative viewpoints or prematurely narrows the problem.

Problemlagringen relates to the concept of wicked problems, where problem definitions are uncertain and evolving. Different frames can illuminate or obscure underlying causes, influencing which interventions are pursued.
