Poliisiraportti

Poliisiraportti is an official written record created by the police in Finland that documents information about a reported or investigated incident. It serves as the primary source for the police’s investigation and may be used as evidence in later proceedings. A poliisiraportti may be compiled after a citizen or a police officer files an ilmoitus (police report) or after officers respond to an incident and collect statements and observations.

Contents typically included in a poliisiraportti are basic identifying information (date, time, place, case number), parties involved (names and addresses if known), a factual description of the incident, a chronological account of events, any injuries or damages, statements from victims, witnesses, and suspects, police observations, actions taken (warnings, arrests, referrals), and references to collected evidence (documents, photos, physical evidence).

Process and use: The police may amend or supplement the report as new information becomes available. For traffic incidents, there may be separate forms, but such information is often included in the poliisiraportti. The report forms the basis for further investigation and for reporting to prosecutors where applicable, and it may also underpin insurance claims and civil proceedings.

Access and privacy: The poliisiraportti contains personal data and is subject to privacy protection under Finnish law and the GDPR. Access to the full document is typically restricted to persons with a legitimate interest, such as involved individuals, their legal representatives, or authorities. In some cases a summarized or redacted version may be provided.
