Pelastussuunnitelma

Pelastussuunnitelma is an emergency plan used in Finland to prepare for and manage emergencies at workplaces, facilities, or events. The plan aims to protect people, property, and the environment by outlining procedures and responsibilities during incidents such as fires, chemical releases, equipment failures, natural hazards, or security incidents. It forms part of the broader safety management system and is often required by national and local regulations.

Its typical contents include: risk assessment; the organization and lines of responsibility; alarm and communication procedures; evacuation routes, procedures for accounting for people, and assembly points; procedures for assisting people with disabilities; procedures for shutting down or isolating dangerous energy sources; first aid and rescue arrangements; coordination with local rescue services; instructions for securing critical operations and preventing secondary hazards; training, drills, and familiarization; documentation and plan review.

Implementation: The plan is usually prepared by the employer or the building owner, with input from workers and, where relevant, the local fire department or rescue service. It should be updated after changes in the facility, processes, personnel, or after drills and actual incidents. It is exercised through regular drills and training to ensure readiness.

Relation to other safety documents: Pelastussuunnitelma complements risk assessments, fire safety plans, and occupational safety requirements, and is designed to be integrated with ongoing safety management, reporting, and improvement processes.
