Palestinian-led is a descriptor used in political, development, and diplomatic contexts to indicate that Palestinians hold primary decision-making authority over a project, institution, or process. The term is applied to governance, institutions, and initiatives in which Palestinian actors guide policy, design, implementation, and oversight, with or without external partnership. It is often used to emphasize ownership and local legitimacy in discussions about state-building, civil society, and humanitarian relief within the Palestinian territories or in relations with international actors.

Within the Palestinian territories, leadership structures include the Palestinian Authority in parts of the West Bank and, since 2007, the de facto governance of the Gaza Strip by Hamas in separate administration. The phrase is commonly used in reference to development programs, humanitarian aid, and diplomatic efforts that aim to be led by Palestinian institutions, such as the PLO or the Palestinian Authority, in cooperation with international donors. The concept also appears in debates about self-determination and state-building, and in calls for Palestinian-led negotiations and governance to reflect local needs and priorities.

Palestinian-led efforts face challenges, including political division, security restrictions, and the broader context of the Israeli occupation, which affect governance capacity and program implementation. International partners often encourage Palestinian leadership as a condition for legitimacy and sustainability, while ensuring inclusive representation and accountability across different Palestinian communities. The term is therefore best understood as describing the locus of decision-making rather than a fixed particular institution.
