Overincarceration

Overincarceration refers to the phenomenon of having a large number of individuals incarcerated in a country's correctional system, relative to its overall population. This can be measured by the incarceration rate, which is the number of people incarcerated per 100,000 of the national population.

The United States has a notable problem with overincarceration, with the highest incarceration rate among developed countries. According to the Bureau of Justice Statistics, in 2020, the incarceration rate in the US was approximately 655 prisoners per 100,000 residents. This rate has increased steadily over the past few decades, with some years experiencing significant spikes.

Overincarceration is linked to various factors, including stricter sentencing laws, increased focus on enforcement of non-violent crimes such as drug possession, higher rates of conviction, and longer sentences. Additionally, the US has over 2.3 million people incarcerated, with a disproportionate representation of minority groups.

High rates of incarceration are associated with adverse consequences for individuals, communities, and the economy. For instance, research suggests that extended periods of incarceration can worsen recidivism rates, making it more challenging for prisoners to reintegrate into society. Communities with higher rates of incarceration may experience increased social and economic strain, such as family disruption and local economic loss.

Some countries, such as Sweden and Norway, have implemented policies aimed at reducing their incarceration rates by promoting rehabilitation and prevention programs. In the US, efforts to address overincarceration include the bipartisan Sentencing Reform and Correction Act, which suggests changes to prison sentences and the expansion of evidence-based rehabilitation programs.
