Normipõhised

Normipõhised is an Estonian term used to describe approaches, judgments or systems that are guided by normative standards—rules, values, and moral or legal norms—rather than being based solely on empirical data or instrumental efficiency. The concept emphasizes what ought to be, according to established norms, and seeks legitimacy through alignment with these standards.

In practice, normipõhised approaches appear in multiple fields. In law and public policy, decisions, regulations, and evaluation criteria are framed by normative principles such as fairness, rights, and justice. In ethics and social sciences, researchers study how social norms influence behavior and how normative criteria shape assessments of actions or policies. In design and governance, norm-based guidelines can constrain choices to ensure safety, equity, or social acceptability. The term is thus used as an umbrella to contrast with data-driven or purely outcome-oriented methods.

Key characteristics include a focus on legitimacy and accountability through adherence to norms, transparency about which norms are being applied, and a potential emphasis on consensus-building or value judgments.
