Neuvostot

Neuvostot is the Finnish term for councils or advisory assemblies. The singular neuvosto means a council, and neuvostot is the plural form. In historical and political contexts, the term is closely associated with the soviets, the workers’ and soldiers’ councils that emerged in Russia during the revolutions of the early 20th century. The word sovet comes from Russian and is commonly translated as council or assembly, and in Finnish usage neuvostot have often been used to refer to these bodies or to the broader concept of Soviet power.

Historical overview: Soviets were elected bodies formed at factory, city, and regional levels, especially during the 1905 and 1917 revolutions. They coordinated strikes, managed local administration, and, at times, acted as parallel or competing centers of authority alongside existing governments. The most famous example is the Petrograd Soviet, which played a central role in the events of 1917. After the Bolshevik takeover, the soviet form remained central to the governance model of the early Soviet state, influencing terminology and institutional concepts that later influenced the Soviet Union’s governance structure.
