Plurilingual competence—a related concept promoted by the Council of Europe—emphasizes adapting language use to communicative purposes and drawing on a flexible repertoire rather than treating languages as isolated systems.

Multilingual environments can support cognitive benefits and broader cultural access but may also present challenges in education, social equality, and resource allocation.
