In the fictional universe, it lies along a sheltered bay at the mouth of the Monta River and has a population of roughly 12,000. Described as a maritime community with a long fishing heritage, Montaowan also hosts a growing services sector. The town is governed by a municipal council led by a mayor and is used in various narratives to illustrate small-town governance and regional identity.
