Merenkulkusäännökset, often translated as maritime regulations or navigation rules, are a body of laws and conventions that govern the operation of vessels at sea and in inland waterways. These regulations are crucial for ensuring the safety of navigation, preventing collisions, and protecting the marine environment.

The primary international framework for collision avoidance is the International Regulations for Preventing Collisions at Sea (COLREGs), also known as the "rules of the road." COLREGs establish rules for vessel lights, shapes, sound signals, and steering and sailing to determine which vessel has the right-of-way in different situations. They are divided into sections covering general duties, lights and shapes, sound and light signals, and maneuvering and warning signals.
